Peter,

You mention RPC Activity but what counter specifically? There is RPC Operations, RPC Requests etc..

None of these counters seem to match up with that baseline of 0.25, to my knowledge a busy server has about +2000 RPC Operations/Sec and there should never be more then 25-50 RPC Requests/Sec (100 is the max)
